Is this (.gif in post) an Actual Mod?

It would be nice if it did, but it would need to be a procedural part... But then the question becomes if it is even possible for a mod to do that...

Why would it have to be a procedural part couldn't you just change the mesh like some engine you can turn a tank butt off and on ?

And if you are going to do a procedural part, you might as well do a procedural part and simply allow the size of the service bay to be set.

One thing about any mod along these lines is that it will offer very little that Universal Storage does not.

Also check out the top. You can see the border where they edited out the edge textures of the stock bays:

Looked like a great concept at first, but if you decide that you don't need that much space, you'd have to click on a large part (the combined bay) to remove only one piece of it (the most recently added bay). Something about that just strikes me as wrong from a design perspective.
