How do I obtain/use the personal parasail for Kerbals?

Update 1.4 added this cool new parachute you can use on EVA, and I was psyched about it. But I investigated it further and couldn't figure it out. How do I use it? Is it a part, or is it unlockable somehow? I just don't know. I would be (please help me now) greatful for your input!

Lvl 3 kerbals can use it.  Right click on the kerbal during EVA, and the option to deploy should appear.

With the default keybindings, pressing 'P' will deploy the kerbal's parachute. To use a parachute, the kerbal has to either be in an external command seat, or on EVA.

Not sure it v1.4 supports opening parafoil on an eva chair.
