Why is my fuel not being pumped?

I've got this seaplane, and per usual am using fuel tanks as floats. The craft will only take off from the water if the floats are empty, but I wanted to set it up so that it could take off completely full. That would drain the float tanks first, so I could land and takeoff from the water as soon as they were emptied. However, that does not seem to be happening. Is there an issue pumping into the wing tanks?  I realize that the front tank is a combined oxidizer tank (which I just realized I forgot to empty) but it is not working for the middle fuel only tank as well.

It looks like you don't have 'Advanced Tweakables' on in your settings - the screenshot does not show the usual fuel flow priority controls in the part action menu. Go into your settings and enable them, then you can prioritize the tanks you want emptied first (higher numbers get drained first).

They can work for jets too - if you have tanks on opposite sides of no-crossfeed parts. But in this case, as @bewing says, they should not be necessary: jets will drain from all tanks on the craft that they can 'reach'. Side benefit: fuel lines are draggy, so don't use them if not absolutely necessary.

@swjr-swis As I put in my original post, actually I do. If you use a fuel tank as a seaplane float, it needs to be empty or the craft will not take off from the water. So, what I want to do is be able to take off from land with all tanks full but be able to drain the pontoon tanks first so I can do a water landing once they are emptied.  Kind of like have a drop tank you don't drop.

I did not even know this existed. Wow, my KSP life just got a lot better!  Thank you. Problem solved and I'll get rid of the pumps.

This reminds me that I've done your Mountain Lake Challenge a while back now, and still haven't gotten around to uploading the seaplane I created for it, or the movie to document the challenge attempt. That thread has a distinct lack of proper seaplane pontoons!
