That's not really a hard challenge.

That said, if you're serious about making this a proper challenge, you should add some more details. For example, it's not really clear what you mean by "Falcon 9 style (reusable or not)"; a non-reusable Falcon 9 is basically just a standard two-stage rocket. Also, you may want to specify how long the satellites need to stay operational, what kind of orbits they need to be in and what equipment they need to carry: technically, just a single probe core in LKO counts as an operational satellite (at least until it runs out of power), and launching 25 of them (with a reusable launcher or not) is trivial.

Also, according to the challenge submission guide, you should complete your own challenge before posting it to show that it's possible. Not that anybody's really going to doubt that in this case (unless you have some extra requirements in mind that you haven't mentioned).

In this case, I think I was the first one to rate this challenge. (I can't tell if someone else might have rated it too.) That was before the OP edited it. It's a little bit clearer now than it was before, so I considered bumping my rating up to two stars at least, but apparently I can't do that. Which kind of makes the system... not so useful, really. I might not have bothered if I'd known that. 

Anyway, I only recently noticed that the star rating thingy even exists, so if you've observed the same behavior in other threads before, then it must have been by some other person (or people).

Also, I notice that the community average rating for this challenge apparently still remains at exactly 1.0 stars.
