How to level up new scientist!

But basically, to quickly get to level 3, and this applies to all kerbals, do this:

Orbiting kerbin (stable orbit) promotes them to rank 1;

Landing on the mun  promotes to rank 2 (they don"t even have to leave the craft, and planting a flag gives the same experience as merelly landing);

Landing on Minmus ALMOST ranks up to 3. To gain enough XP to reach 3, have them orbit the sun. Leaving Kerbin's SOI for a second is enough.

4 and 5 I am not so sure. This is only how I do it to quickly promoting all my crews up to 3. To be precise, check the link in the post above!

Welcome!  One thing to add -- the levels don't take effect immediately once you accomplish the tasks (e.g., planting a flag).  To have the level up actually apply, there are two options.  One is to return the kerbal to Kebin and recover them, so they go back to the astronaut center.  The other option is to bring the kerbal to a Mobile Processing Lab anywhere, right click and hit "level up Kerbals," and it will apply the experience without the need to return to Kerbin.  The points toward leveling up are the same either way, the lab can just be more convenient if you're visiting another system or something.

This is not true. You may have been mislead by a little QOL feature of the game: If someone plants a flag, all Kerbals currently landed in physics range get the flag planting XP.

My personal favorite "Level 3 training cruise" is to launch into LKO, then plot a course that flies by Mun and ejects EVER SO SLIGHTLY into Sun orbit. Then once in Sun orbit burn back to Kerbin orbit, down to Minmus, where you land and plant a flag. This gives 16.25 XP so upon returning to Kerbin (or a lab for a manual leveling up) everybody on the ship will be level 3 (which requires at least 16 XP).

Because landing on Eve is trivial. It's leaving again that's hard. But the game isn't built to give you points for leaving.

Gilly's harder to get to because getting encounter markers can be a huge pain.

The hardest part about landing on Eve is not exploding when you hit the atmosphere... which wasn't even a thing when the XP gains were introduced to the game. Back then, you could come in from Jool sideways and hit Eve at 10km/s and just slow down to a landing. If you had enough big light parts on your ship (or didn't mind losing the stuff at the bottom of the craft) you didn't even need parachutes.

Yep, now that you mentioned it, that seems about right. The other ones may remain inside the craft or they all have to be "boots on the ground" to benefit?

In the craft is fine. I actually asked when they did it what would happen if you had a craft in orbit but passing within 2.2km if those Kerbals would get it as well. Sadly they won't. The reasoning was it's kinda cheating because they're not landed. The whole idea is, everybody DID go out and plant their own flag, you just didn't have to do all the clicky work.

My reasoning was, holy cow that would be cool and you should be rewarded for it. But they didn't listen to me :)

Actually, lvl 3 can be obtained much more efficiently.

16 XP needed:

Launch (2 XP from Kerbin orbit). 6 hours before Min -> Minmus transfer window burn for Mun flyby (2 XP). Wrangle your burn such that Munar ejection puts you near Minmus intercept. Halfway between Mum and Minmus execute course correction to correct plane, Pe hight, and time to Pe (for lander/station intercept). Land on Minmus and plant flag (6.25 XP). Eject from Kerbin SOI (6 XP). Once you are in Kerbol SOI, burn for Kerbin intercept and return.

This route is also nice for a lot of tourist contacts!

Wonder if I should compile that into a how to?
