User Messaging Prerequisites?

     I'm trying to message another user to ask them about some content they may have elsewhere on the Web now that I have an account here on these forums, but I keep getting an informational error message that says, "You are only allowed to send 0 messages per day.  Please try again later."  What prerequisites does one have to fulfill in order to gain message-sending capabilities?
