Odd Graphical Glitch - Parts Icons Cutoff

Hey all, I've had a hankering for more KSP after having been away from the game for a while so I reinstalled it just a few minutes ago. This is a fresh install and I have no mods either. I deleted my saves before I began and am on a fresh game save, yet for some reason the top half of my parts icons are getting cutoff. This makes it very tough to view what's what.

I know for a fact this was an issue with my previous install after adding a mod (I used to have a LOT of mods installed... like 100+).

Anyone have any thoughts on why this has carried over to a fresh install and how I might clear it out?

IIRC, that was a DirectX11 issue, up to the point KSP was forced to do a Unity update, that eliminated default Dx9 support.

What version of KSP are you running?

IIRC, it was KSP v1.7.0 that switched to default Dx11 support...

With KSP versions that had the Dx11 issue, there is a workaround mod, that fixes it...

I'm running the latest version of KSP (1.9.1?).

and it's not missing the texture. It's an effect not unlike a shade on a window. Imagine the parts list is behind the window, and you pull the shade halfway down, covering half the window. Now you can only see half of whats behind it.
As I scroll through the parts list that cutoff area stays where it is and other parts icons get covered.

Yep, this is a new issue that happened when I updated to the may nVidia RTX drivers. Textures and other effects pop around all over the place, the screen blinks constantly and the kerbin ocean looks like it's on top of a super heavy subwoofer spitting out epic base tunes every other time Kerbin loads up. Can't find any info on that, and it's only while I'm building craft or in the KSC buildings so it's not TOO much of a bother.

Wow.  That's really weird.  That's definitely not what I saw.  Do you have a log file?  The ocean actually looks nicer from those views, but I'm guessing it's terrible closer up.

@Stone Blue It's not a missing texture issue, the viewable area for my icons has shifted down about half an icon and I haven't the slightest clue how to fix it.

Some mod I installed (back in ksp 1.4) did this and somehow persisted through my uninstalling the game years ago and my fresh install when I posted this thread. I would love to hear some suggestions on what could possibly mess with the UI in that way.

I'm running KSP 1.9.1 (latest version). 
System specs:
Intel core i3 6320
nVidia RTX 2060 Super w/ May drivers
16 gb DDR4 ram
256gb M.2 drive in SATA mode

I've configured my card to run Phyx off the card and not my processor (since my CPU is a POS) if that has any bearing on it.
