What is your criteria for colonization of celestial bodies in stock KSP?

Hello,

For all those players who like to play stock, what are your criteria (or goals) for determining that a particular celestial body is colonized?

Have a base in every biome , have a bunch of relays(so much that one crashes into your space station). Can land and takeoff whenever you want, have at least ten mobile bases.Oh and a bunch of space stations as well.

Scenery. I make my bases where there's a good view.
