How often do the Contracts in Mission Control update?  I've been staring at the same useless ones for quite some time now, and I'm just wondering how far I'd have to time warp to get some new ones.

If you look at any given contract in Mission Control, it'll say when the contract expires (usually within a few days).  If you don't accept the contract within that time frame, then it'll go away and be replaced with another one.

So it varies, but "several days" is typical.

The exception is the "World Firsts" contracts, which don't expire.  They hang around until either you accept & complete them, or supersede them (by fulfilling their requirements outside of the contract).

As far as I know unwanted contracts vanish as soon as I hit decline. 

You can set the penalty for declining contract to zero, but even if don't is not a big deal under normal circumstances.

Also there are some contracts that seem to come back again and again, so maybe they're expiring and then getting reoffered.

That would be...unfortunate.  The contracts I currently have available suck.  I need science points, not "take these tourists to space".

The contracts you are offered are based on your reputation. At the beginning of the game, when your reputation is below 200, the only contracts you will ever get are survey contracts, tourist contracts, and part test contracts.

The game requires that you do some actual grindy work before you get fun contracts.

I WANT the part test ones, specifically for the science points.  All I'm getting are the tourist and survey contracts.

There is a weighting system, it takes in consideration which kinds of contract you accepted/completed/failed/declined and try to guess what you want to do. However sometimes it takes a while for it to adjust. Declining some contract of an unwanted kind may speed up that a bit.
