How can I make all the solar panels in the kerbal space program stop rotating in the sun?

You'd have to mod the base game, but why do you want them to stop?

Some panels from Near Future Solar has what you describe but it's close to impossible in the stock game.

Is this an across the board permanent change you want? You can make a patch that sets  sunTracking to false in all ModuleDeployableSolarPanel.

Or you could write a mod patch pack that copies all the SPs and disables their tracking.
