Jet engines must be throttled down to 0 before being able to be disabled

This is a very annoying bug/mechanic introduced in 0.1.3 that affects all jet engines, to deactivate a jet engine now it must first be throttled down to 0 and then can be shut off, whereas before it could be immediately shut off regardless of what throttle it was at, this makes building VTOLs even more difficult than it already was, as the only way to work around this is to set the engines to switch to independent throttle when you want to shut them off so that they throttle down on their own, which is very unintuitive and clunky.

OS: Windows 10 | CPU: AMD Ryzen 5 2600X | GPU: RTX 2070S | RAM32GB

The Panther engine does not respond to either the parts menu deactivate button nor the action group deactivate action.

This causes issues for SSTOs that use the Panther engine, as they flame out at high altitudes.

When more than one Panther is on the craft, this can cause the craft to torque when one or more panthers flame out before the others, causing the craft to enter an uncontrollable spin.
