Kerman is the only rank that allows Kerbals to go to space. Any lower or higher rank excludes you from space adventures. So if Jeb was promoted he'd disappear from the roster.

I think Jebs relaxed attitude to health and safety probably means he's unlikely to get too much power and authority.. just as well for the rest of Kerbal kind..

Jebediah?

When he was transferred to Astronaut training, he was already an Colonel in the Airforce. After making thw third Mun landing and becoming the first Kerbal in space, he was promoted to Brigadier General and promoted to an position that headed the astronaut corps and morale/foods and equipment. But its a desk job.

His title is now "Jebediah, Director of the Astronaut Corps". Unlike the rest of the Directors, he oddly prefers to work alone in an hitchiker module just outside the SPH, just cause. Unlike most other representations of Jeb, I like to think of him ad an serious, hardworking Kerbal who prioritizes safety of the crew than someone who keeps messing up.

Anyways, Jebediah has one of the best safety records of any past Director of the Astronaut Corps.
