The parachute is because yes, he can land on Mun and get back with it. I think it has 4 clipped torus tanks there.

Sadly, when the chute deploys he sometimes flies out of the chair.

Well a RP use than? I always have to come up with some reason why I build stuf.

If you need a use - mine is a lander for everywhere up to & including Duna and uses much less fuel than an equivalent with a heavy can, legs, etc.

As I say in my thread, it's to provide a Kerbal with a stable work platform while he's repairing/modifying a ship or station.

Yes! I have something very like your RCS craft on my munar space hotel, for fun. I alao have a mini personal rocket with a command seat, it would be a blast to have something like that for real!

How does one go about attaching those very small RCS bikes?

Well Vanamonde's has a claw so it attaches itself. If mine's just intended as a one-off lander I attach it with a small separator. Otherwise, for reuse, my usual design uses 2 radial LV-1R engines so there is room for a small docking port on the bottom of the fuel tank.
