Actually, they only changed some code in some of the landing gears, try the small steerable landing gear, it works great. You could also try building a "cage" for your axle with structural parts, it's a bit trickier, and it has more friction, but it's smaller. I've heard that monopropelent tanks (the round ones) work, but I haven't tested that.

A .cfg is just a .txt file, just open it in notepad or the mac equivalent.
