A more extreme proposal has been an attendant, on-site nuclear fuel reclamation and re-manufacturing facility. Followed by off-site vitrification of any non-reclaimable waste, and centralized deep geological storage.

I believe the major reason for that arrangement was to put the pool as close as possible to the reactor. Shortest path for the hot fuel.

You call this a "mess"? Basically, from experience, there are two kinds of sandboxes I need: one to test mods, therefore requiring on-demand spawning of colonies and craft in any location of choice (i.e. Hyperedit), and the other is the one I use for gameplay. KSP1 tech tree and restrictions have always felt non-sensical to me, and I'm just enough of an oldtimer to have caught the versions without Career. I'm also the guy who plays citybuilders with unlimited money. Basically, I like to invent problems for myself to solve.

So they're only as misleadingly innovative as the average Chinese start-up that always turns up with an ICBM-like solid-fuel "demonstrator". -
The Soviets didn't at all care about reusing names, and the lack of centralized naming systems only encouraged it. Il-18, 1947 Il-18, 1957 Planform barely similar, and they went from reciprocating engines (that it has to compete over with Tu-4, which is why the first project went bust) to turboprops.

Yeah, I had noticed that hole as well, but since this was a moral hypothetical, I decided not to nitpick. In particular, it was my understanding that the chicken-tasting algae would provude sufficient sustenance, whereas no seeds or other biological material would be allowed to survive.

The Dark Forest hypothesis, redesigned. You're way too charitable to states. The level of signal loss and calcification of internal official and unofficial rules of play is such that they too plod along with little care for what the figureheads want.

Red. One, this has a chance of killing the aliens that have forced this choice on me. Only the ones that have come along to gawk, unfortunately, but that's a start. Two, I'm inclined towards thermoethics, and thus absolutely willing to put humanity over the entire rest of the biosphere, by default. The idea of snuffing out a sentient species, especially where the probabilities of another one rising have been greatly diminished, even if by our own impact, is quite detestable. Three, the development of an optimised biosphere without the presense of any pathogens or other such disruptors could yeild impressive and interesting results, and will be a good practice for any terraforming projects. I also believe we're almost within 'striking distance' of being able to preserve genetics for future recreation of extinct species.
