    You could do a stratolaunch style thing, where a plane carries up the rocket to be launched, saving some money on a reusable "first stage" Or do what I did, and make a two stage to orbit, with the bottom able to glide to a splashdown or even return, if you leave enough fuel, as its pretty much an airplane

    Looking at your mod list, I don't see any mods that would affect jet engine performance... Then again, I'm not sure about all of the mods. Maybe it is design issue? Try removing all mods except the ones needed for it to work, and fly it again.

    I have to agree with @MiffedStarfish, a ring made of cubic struts around a reaction wheels would work well. There is also the RCS ball/thermo hinge, but its probably not well suited for this.
