Moved to Kerbal Network, since this is about the forum rather than the game.

Anyway, on the menu line just above the first post on a page, you should see a drop-down menu that is labeled, "rate this thread." You can give it 1 to 5 stars.

I have tried it. But many threads I read do not have the 'Rate This Thread' tab visible.

I was wondering what criteria defines whether or that tab/menu is available.

Threads can or can't be rated depending on the subforum in which they appear. This was done because it was thought that the system might be abused, though that was before my time, and do not know the specific reasoning for different subforums.
