No, they don't (though they do need to follow the forum rules). Have you checked your settings? If you go to http://forum.kerbalspaceprogram.com/index.php?/settings/signature/ the slider at the top should be green and have a checkmark. There are some sigs I am able to view with the PS4 browser like yours and the steam card ones and others I can not like exophase gamercards.
