Please check out this link and maybe quote the info in it. I'm wondering whether it's pertinent to the question posed by a modder here.
The value in the config file doesn't refer to the rate of electric consumption, it's the ratio, compared to the consumption of xenon - 12 units of electricity for 0.1 units of xenon. In fact, the fuel consumption isn't listed anywhere in the game, for any of the engines. The only way to find it is using the equation for calculating specific impulse:

Thrust = Isp x fuel consumption (kg/s) x 9.81

Plugging in the values for the ion engine, we end up with:

Fuel consumption = 500N/(4200s x 9.81m/s^2)

=0.012135 kg/s

700 units of xenon weighs 70kg, or 10 units/kg:

=0.12135 units of xenon per second

Finally, multiply by 120 (units of electricity per unit of xenon) for a value of:

14.562 units of electricity per second at full throttle

Doesn't seem pertinent, the problem in the second link seemed to be the one where mass is needed to have thrust.
