I'm finding leaving Shadowplay turned on makes the Windows 10 Start and Taskbar stop responding more than turning it off. It's at the point where I make sure I turn it off, then log off / log on to clear it from user space. If I leave it turned off, I have fewer problems with those. I'll turn it on only for recording.

As for restarting vs logging off, The Windows Explorer shell and Shadowplay run as the currently logged-on user. Even a single user PC uses a user account. I'd like to know if logging off and logging back on clears things up. Even on Win10 Home you can press CTRL-ALT-DEL and pick "Sign Out." That can force-close any applications stuck, including the Windows Explorer shell, and let you jump back in without restarting.

I've been doing this for twenty years and I'd like to think I know what I'm doing.

It is a bug with Windows 10, where pressing the Windows button on the Keyboard or the Start button does nothing. I find I can solve it by Windows+r cmd shutdown /r.

When this happens, does the calendar and notification center also stop responding? Does logging off from the security screen (ctrl-alt-del) and logging back on clear that up? This is what happens to me. Do you use GeForce Experience and Shadowplay?

I'm trying to compare symptoms to see what's actually happening. It's interesting the shell goes funny but other things keep running.

Nil, nil, nil. I've heard mine are only because of the state of my laptop, though.

I have read on the internet that the start menu problem happens to user accounts that where previously on Windows 7 and then used the free upgrade to windows 10 but kept the same user account. 

I have this problem. For me the Start menu and Cortana stop working and all sound output from my PC stops. For some reason this happens to me with random games after a few minutes of playing. It has happened with Fallout 4 most frequently for me but has also happened with other games although never with KSP. Restarting my PC (full turn off by holding power button) seems to fix it and the game works normally then. 

An apparent fix is creating a new user account in Windows 10. I haven't tried it so I can't confirm if it works or not.
