Esoteric in the fact that it is self created and defined,  1/(previous score) 

I create a gaseous compound that traps CO2 emmisions with a rough sphere of 10 meters radius form the point of emmisions, it is like an aerogel. In order to prvent catastrophic build up people will have to pay for an amount of neutralizer thats pr ie be ones astronomically higher as the rate of use goes up. For example if you are drivin a car its crossectional area increases, increasing drag and lowering ixygen for the engine. the application of the compound at the tail pipe neutralizes the effect, but creates a higher density of aerogel.

5/10, thats not very nice, but it would just create an alternative economy dealing in newly illicit twinkies, pizza, speed boats and copies of ksp.

 

I would use the same meter to identify things people enjoy, then use drugs, pain and continuous exposure to that thing in order to make them hate / fear it. Then move on to the next thing and the next. Every thing they find comforting, everything that makes them feel safe is taken away. Its more expensive and time consuming than blanket bans, and is probably only practically achieved with a small percentage of the population at a time. But i think it could be interesting.
