You should see 3 or 4 white squares with red text on them in the VAB part selection, which you can place on the rocket then scroll through the available logos - if in doubt it's useful to get Janitor's Closet so you can filter the part list by mod.

I wanted to say thank you for all your work on the many mods you've shared with the community.  Your work here is very much appreciated by many. Nebula Decals is one I've used for several years. It really adds a lot to the game. Do you have any plans to update it for version 1.12.x?

No, and there are newer,better decal mods
