It’s a way for ESA to get more “space time.” Their number of seats to the ISS is limited by the agreements, so this is a way for them to get up there more often. The only question in my mind is what kind of issues are they going to have at the interstage for reuse. There mot likely will be a not negligible mass penalty for additional shielding. And the NASA dragon launched seats are also limited by budget and agreements. More an issue Soyuz is not an option today because. Axiom bypassed the NASA seats on dragon.
