Seems to me like they couldn’t be arsed to do anything to the interstage and just chucked it on a reused booster that was never going to be launched more than twice

Wait, the interstage separated? Did it or are you just asking?

 

They may be separating the interstage to do a test with a lower drag stage one, to simulate the return of an FH side booster.

Did the interstage actually disconnect during descent?

Does it matter, both of them are going to be benthic substrate.

That is off course if they did not close the kerosene tank valves, if they did they can just go pick up the first stage with a good crane.
