Anyways... I feel like making cheaper tunnels undermines Mars colonization, at least if we're justifying said colonization with "survival of the species," since we could just build underground settlements...

Is that what Kerbals do? Live underground...?

I was thinking on the lines of Boring Company's own tunnel machine, which can't make an underwater tunnel.

Source?

It seems like nominal tunneling anywhere would be at risk of boring under the water table. The water table in LA is only a few meters below the surface on average (~3-4 m).

If you wanted to tunnel to a volcanic lair on a Pacific island, though, you'd probably have to put it at the bottom of the ocean, which would be a little harder than a typical water table.

It would certainly be deeper, no question. For getting to his volcanic lair, I'd suggest A BFR landing inside the caldera, safe from view. :D
