I can now say it does happen with a clean KSP having only Kerbal-Konstructs and Kerbin-Side Complete. I launched and recovered from KSC2, but I only got about a 62% recovery. The dialog said I was 765km from KSC2 which is clearly wrong. That's probably the distance from the main KSC.
