It was/is in the draft project phase. They sticked in the mass constraints of the probe and a rocket. Now they took a pause. Some other missions are suspended, too. Musk said that Raptor has higher pressure in the chamber, but Roscosmos insists that one does not simply compare the work of the engines using different fuel circuits. Raptor uses methalox, and high pressure for this propellant is not something outstanding. RD-180 uses kerolox, and can potentially produce >280 atm. Only thrust and ISP make sense.
