PC mouse control issue

So for some strange reason, while I'm on the launch pad, I can't scroll up and my vehicle, I can only zoom in and out with it. I've tried shift scroll and it'll still only zoom in and out, I've tried restarting the game to no help. It works just fine when building craft though

The camera controls are different in flight than they are in the VAB.  During flight, the camera is locked on a specific point on the ship.  IIRC, default will lock in on the CoM.  If you have Advanced Tweakables enabled in your settings, you can right click on individual parts to focus the camera on them.

But don't feel bad, I do it almost every launch.  I need to zoom in to the command pod to switch something or other, and all the mouse wheel in the world won't get me there.     LIke @Geonovast said, right click the module you are trying to look at, and click aim camera. 

This is also very useful when trying to view a large ship or station where most of the mass is at one end, and the COM zoom takes you there, not where you want to see.
