Game pauses for ~10 seconds on Main Menu

Title says it, but I mean when kerbin appears along with the 3 floating kerbals and the menu options. It also happens when I quit to main menu (to a lesser extent). Also, when I quit the game it freezes and sometimes almost crashes.

I am running the latest version of KSP with the most recent versions of: 

PlanetShine 0.2.6.1 (KSP 1.4.1)

Kerbal alarm clock 3.9.1.0 (KSP 1.4.1)

Kerbl Engineer Redux  1.1.5.4 (KSP 1.5.0)

It looks as some add-on doing heavy computations for some time when the Start Menu appears. 

Then you hit "Quit", things start to get destroyed on memory before that heavy computations are finished and the add-on start to bork due it, and since KSP is being finished when it doesn't expect an add-on raising exceptions, Krakens are unleashed.

How much memory has your rig? What's the CPU and OS?

^ This right here, would be my guess.  I'd say you have nowhere near enough memory.

Even when running pure stock without any mods at all, the game can easily eat up over 3GB of RAM all by itself.  Add in all the RAM usage by the operating system itself and whatever other software may be running, and my guess is that your machine is straining to keep up.  I'd guess that the long pauses are when the overloaded system is busily swapping stuff to disk in order to cope with the tight RAM.

Personally, I'd recommend a bare minimum of 8GB of RAM to play the game.  More than that, if you want to run a lot of mods.  Is there any chance you could get some more memory for your machine?

Note, the above is just a guess on my part.  But one thing you can try, to confirm whether my guess is right-- pop open Task Manager while KSP is running and see what it looks like, specifically the "Memory" section of the "Performance" tab.  What does it say?  Also, on the "Processes" tab, how much memory is KSP using?

In the processes tab KSP is using ~550MB. In the performance tab, it says ~3MB are in use. If RAM were the problem, wouldn't the game be having problems during gameplay, rather than on start-up/close? as for getting more memory, I don't have the resources to upgrade my rig; so I may just have to put KSP down for a while.

1) It doesn't exist after the 1.4.x release.

You must be looking in the wrong column if it says 550MB ram.

Stock KSP allocates > 3GB ram at minimun.

With my settings my stock ksp_64 allocates 4.2 GB.

It can run with 4GB if you have enough swap, but it will stutter and hang now and then.
