Launch the vehicle. Press Q/E for rolling. Result: AIRBRAKES will deploy with the roll input and even exceed their angle limit doing so. See video and bug package file for more details. The fact that they would react to roll in KSP 1 but the option is gone in KSP2, BUT they still react, leads me to believe they are still using code from KSP1.
