I read somewhere that making an Orbital ring (Bishop's ring) for easy access to space can be done on the cheap, with just an expendable Falcon Heavy. https://www.jenda.hrach.eu/f2/Low cost design of an orbital ring - 2017-1.pdf I totally won't mind Starships carrying 300 tons of material and equipment to build those orbital rings.
