some motherboards are just weird and dont accept multiplier clocks even tho it has the option for it, another alternative is find the "power state " mode often call P.state and with this you can tell the motherboard to always run all cores at a specific speed. your motherboard may not have P.state as an option.

10min for loading screen? yikes! i wait about 2min to load 20 mods and stock loads almost instantly. what i often do i start the game and hit the 'windows" button and start using the internet until i hear the music start, at least that way you dont stare at the same loading screen which feels longer watching it. kind of like waiting for water to boil.

just keep in mind the weak CPU consoles have really limit what you can build before the game lags real hard

ive completed my gang banger trainer in saints row and decided to turn my life around and become fire ranger in firewatch.

i recently completed Dead Island Definitive Edition. i played it years ago on ps3 but wanted to take it for another spin as it was remastered and updated. its still one of the best zombie games there is. im also taking Saints Row 3 for another spin as its another game i havent played in years that looks 10x better on pc and playing in 4k

it sounds like the motherboard is letting through too much voltage which will heat up any electronic part quickly, if that is the case it would be considered defective. you could try the rear USB ports directly connected to the motherboard and see if that problem still happens. if you are using the rear then try the front. either way that shouldnt happen and you should ask for a replacement board. it could also be your power supply and if you have another you could try hooking it up and checking.

okay completely remove the game data folder and open steam, go to kerbal and select properties, local files , verify game files.

remove one mod at a time and boot the game until it works, then delete the mod that was giving you issues.

C its good for stocks players needing some new parts but thats about it. mission builder is meh and didnt work as i expected it too. its done nothing mods havent done already .
