The link says 404 not found. And also, these chutes look like if they were from another, older KSP version, did you found them in advanced mode in the VAB? -

MS = Microsoft (duh) CFS = Combat Flight Simulator (a old flight sim similar to Ace combat but better, it was discontinued in 2005 I think)

I tested it in KSP 1.10.1 with 4k textures and it is working fine, you got any logs? What is your definition of "doesn't work"?
