With the stock science system, this would be impossible. To do this, i think you would have to code your own custom science module.

The crew of the FastRover MK2 are Dummund Kerman (P), Janbles (E) and Jarey (S). We're almost all newbies to the KSP and I haven't even been to the Mun before, so this is kind of a very long training mission except for Jarey, she's the geologist that proposed this mission in the first place. Would it be possible to make the KK editor use resources in a Vessel to spawn buildings? I can see how this could be used to make static colonies .

No, when you deploy it, it starts spinning automatically. I guess that's just how it works.
