Getting a new card won't matter if the bottleneck is your CPU. Your PC needs to be balanced to run well. If you could list your specs in more detail, it would help people here find what you want easier.

No do not buy it, it's improperly labeled with much conflicting information, "4.4 ghz, 2.2ghz dual core!! Effectively running at 5ghz!" (Seriously, which one is it?) 2 things remain consistent, the lowest clock speed listed on this page is 2.2ghz, and the hard drive is said to be 80gb. Both of which are terrible. Unless you want something to tinker with, don't buy this.
