Yes they are vernors, if you use SAS and them on VTOLs it is so much easier to balance.

Well less Dv is required to get to orbit so SSTO's would be common place, Getting to orbit would be simple and the Saturn V would be Interplanetary.

The exhaust is glitched and can appear far away from the craft. This is easier seen as small clouds flying past planes.
