The Dec 31 1969 time is probably NOT having no time value at all (zero), but rather it's probably a timestamp of -1 being used as some sort of sentinel or flag value.  If it's using -1 as a sentinel value for "not a real timestamp", then it would end up being the very last second of 1969 instead of the very first second of 1970.
