a) Bolds, italics, and underlines are all available in IRC.
b) Even if the channel has blocked them (#kspofficial doesn't afaik), it's more common to use punctuation for *bold* and /italics/, so it's not mistaken for shouting.
c) Rule 198 is a Forum no-no, not an IRC no-no, per the thread title.
d) Rule 199 does not appear to be a no-no.
