Are they going to provoke an incident with road police? This car will probably exceed the legal speed limit of the state. Who will pay the penalty? And how much? Is parking allowed there? Its price? And how much? So long as it does not trespass and does not exceed the posted speed limits on any roads it happens to be on, it can go as fast as they want. When they sort the block 5 modifications for reuse, it can only improve. "Sooty" I think is designed to highlight this. The pinstripes in the soot are where they cleaned her to check the tank welds. Remove and replace landing legs (retractable after landing on block 5), replace grid fins (until the Ti versions)... presumably some sort of cleaning of engine plumbing. What else? All that soot must weigh something... I'm guessing that it's because, that way, cleaning the soot off is one less thing they have to do.
