I think it has more to do with the lack of planned Soyuz launches (according to https://en.wikipedia.org/wiki/List_of_Russian_manned_space_missions): There are 3 launches scheduled for 2019 and only 2 scheduled for 2020, instead of the 4 we have been used to since 2010.

So if they want to maintain 6 astronauts on the ISS with rotations every 6 months, they either need more Soyuz's, or Crew Dragon or CST-100 need to fly.

And if they want to do more Soyuz launches, because Crew Dragon and CST-100 are not yet flying, there has to be a treaty between NASA and Roskosmos to decide who pays for them and Congress needs to allocate additional funds for it, besides the obvious problem of building more Soyuz's on short notice. And we all know how much time such an endeavour would take.

So the contingency plans will probably revolve around prolonging crew stays on the ISS or reducing the crew complement of the ISS.

I don't think so. All the other pics show black where the super draco exhausts are.

Except no panels, etc, looks too pristine.

There's a picture in the same facility where the CST-100 is called the "Starliner crew trainer," so I think that the 2 vehicles in that hanger are in fact crew training mock ups.

Yes, the real thing has lots of screws all around to replace or inspect parts, the mock up is an fiberglass shell. 
Number of screws looks high for me but used to standard machines. 
Had to assemble an small vacuum chamber once, an mindbogglingly number of screws, got blisters.

If you see someone (even barely) touching the thing with his rear end its likely not going to space anymore.

You never know what happend behind the picture. The Astronauts might get very, very sick, wich is not a good thing. Unless you don't have any fuel left for de-orbiting, because then, you have got yourself a makeshift cold slightly warm gas liquid, with a fair amount of gas and maybe a little bit of solid - thruster.

Closed-cycle gas core is unobtainium-powered science fiction.

A rotating pebble-bed reactor with either liquid methane or liquid hydrogen (depending on what flight profile you choose) as coolant will be able to nearly match a closed-cycle gas core without all of the nasties.

I doubt it exists yet, in anything approaching a finished state. I’m expecting The flight article for the unmanned test to be a pretty stripped down affair inside, and the crew test article probably isn’t nearly that complete yet.

They are. There was a picture many pages back of Suni Williams inside, wearing a SpaceX suit.
