Yes, it appears that the fully stacked fairing destined for SN8 doesn't have header tanks, even though SN8 is the vehicle that's supposedly going to do the first 20km bellyflop. I’ve seen it speculated over on NSF that the nosecones in question may actually have header tanks, just not ones integrated into the structure. There’s something to be said for isolating the cryogenic liquid from the superheated metal skin... or, maybe not, so they could be testing both designs.
