Titanium alloy isn't bulletproof enough for a cat to be invulnerable to bullets and still be able to move. That stuff is heavy. It doesn't use titanium or anything exotic like that, just kevlar, so it's only rated Level II or IIIA, proof against handgun rounds only. I suppose you could make something similar but smaller for cats, but getting the cat to actually wear it would be left as an exercise for the owner.
