It is kerbal konstructs. To get KK to work you need to download mods such as Tundra Space Center, Omega's stockalike structures, or Ordinary Konstruction Co. Then, for ksc additions or more space center you need mods such as Kerbinside Remastered, KSC++, or KSC extended.

... I have never had an issue with it, but my save isn't too heavily modded, so that may be why.

You are able to resize in the section where you add to your signature, been a while but it is  control right click then edit .

@Ben J. Kerman You need the latest version of "Kerbal Konstructs Continued" for it to work in 1.12.3.
