EDIT: As the others below stated, if you are talking about the actual items in the roadmap, no those won't be paid DLCs, as their website, FAQ, etc, all state extremely clearly without any ambiguity. There are some doomsayers who are obsessed with the idea that the entire Intercept team are money hoarding goblins whose intention is to make the game as unattractive as possible by trying to milk every last dime out of it before it's even sold. The people that spread these kind of rumors are probably going to be very disappointed if KSP2 turns out to be an enjoyable game, because it seems like they don't want it to be one. The gaming crowd got bored at being mad at games that are actually bad and started pre-loading their crapstorms, making up things that may go wrong and then getting angry at their made-up scenarios.
