That's as close as it gets! Called a swerve module within the FRC community, it is indeed a motorized cart wheel.

It looks like a stretched corkscrew with an attachment loop that looks like a U bolt instead of a handle.

I would guess it gets screwed into something to provide an attachment point for a carabiner or similar.

Exactly this! Well done! 

The first image I posted was a large one designed to be screwed into the ground as a general anchor point. The second one was almost identical at first glance but much smaller, and is actually a glorified tent peg that you screw down instead of hammering into the ground.
