I am short of time right now though, so in the meantime here is Vessel View 0.7 for KSP 1.1.3 and RPM 0.27.0

@RealTimeShepherd Repeating what I said in a message, if you don't have time or ability, I'd be happy to take this over.

I fixed a bug in the last version you posted which was throwing exceptions, it now works from the toolbar.  My version is on Github along with an unofficial release
