Lights starting on image 2 are actually flashing.

Hmmm, you mean that tiny dot in the horizon?

Looks like Minmus to me, usually it 'sparkles' (blink erratically).

 

Other than that, I don't see any other lights

@Thiagobs Possibly Minmus, but I haven't seen it from Kerbin before.

Are you using this by any chance? Minmus looks just like that for me with DOE.

@Rocket In My Pocket I'm not using Distant Object Enhancement.

You can see Minmus in stock... what you have there is pretty much the ideal condition to see it, dark skies, right after sunset and Minmus on the horizon...

If you look hard enough and know where to look, you can even see it during daylight, but it will be a lighter blue pixel on the (darker) blue skies

back on topic though, it is probably minimus or other moons/planets.
