They wouldn't need to produce submarines with SLBM and stealth bombers. The civilians would either rely on the army or be forced to rely on it. Because any authorities would first of all take under control any available resource, including food. Also they would need working arms to restore the territory. That's why any survived individual postapocaliptic survivor is just a romantic hero of fantasy movies.
