Start at orbit with 150 km ap and 80 km pe, decelerate for 400 dv, turn retrograde and hold it, stage heat shield at 12km, stage parachutes at 9 km.

I dont think you can do that, but you can always add heat shields. Also, you can try using the trajectories mod that allows you to predict your landing site with more accuracy.

I heard that spaceX wanted to test reusing stage 2 of falcon 9. How will they do it? Heavy config and the delta wings+cold gas thrusters+merlin engines? Or just superdraco?
