Not all mods necessarily have GitHub releases and there are other ways to get KSP mods. One of them is SpaceDock, an awesome community modding site for hosting mods: https://spacedock.info/mod/141/scatterer

Spacedock only has the most recent release. I managed to find the correct version by Googling, and found an archive.org of Github. Any chance you could reupload the RSS compatible version?

That mod is not 100% compatible and there aren’t any fixes as far as I know.

Installed scatter, default config, and sunflare thing for KSP 1.4.5 through CKAN

This made the ocean pitch black at night while looking at it from KSC view.

Uninstalling scatterer made the ocean dark blue at night again....

That’s because scatterer makes the ocean pitch black at night.

Have you ever been above water at night? It’s pretty damn black. You might catch a glimmer of the moon in real life, but scatterer doesn’t simulate that, so you are left with black.

But why? Then you can't see it....it's scary...

Hi you've just joined the millions of others who find the sea a scary place. As a crunchy, easily digestable,  bite sized biped  it's only natural ( say hi to your inner caveman for me :) )_  It's blacker than black. on a moonless night. out of sight of land, the only light is the occasional reflection of the ship lights upon breaking waves and perhaps the wake, and if you're really lucky, at the right time of year  a faint phosphorescence in the disturbed water

Except for the moonshine, yea it should be black as night. But if you really don't care for it then try Ambient Light Adjustment

That won't fix the water....that makes everything brighter. You can do that in the settings now...

I just want the water to be dark blue at night like it is stock....

Sure if you like navigating through menus and having to hit Apply to see the results of every tweak

Turn off "real sky reflections" in the main menu options and then Mod+F11 to open the settings window in the flight scene and mess around with all the water settings. Try changing the colors.
